UN Security Council sanctions six linked to armed groups in DRC

The UN Security Council Sanctions Committee has imposed sanctions on six individuals accused of playing key roles in armed groups destabilizing eastern Democratic Republic of Congo. The announcement, made on July 16, 2026, includes asset freezes, international travel bans, and arms embargoes.

Among those sanctioned is Corneille Nangaa, coordinator of the Alliance Fleuve Congo. The UN also targeted Colonel John Imani Nzenze, head of intelligence for AFC/M23, citing his involvement in planning and supporting rebel operations. Two senior leaders of the FDLR were named: Général de Brigade Sébastien Uwimbabazi and Gustave Kubwayo “Sirkoof”, accused of directing attacks on civilians, kidnappings, and illegal resource exploitation.

The list also includes Muhammed Lumisa, a leader and logistics coordinator for the Allied Democratic Forces (ADF), and Colonel Charles Sematama, military head of the Twirwaneho militia in South Kivu, which has been accused of civilian abuses since its formation. Beyond individuals, the UN extended sanctions to AFC/M23 itself, aiming to cut off financial and logistical support.

These measures come at a time of escalating conflict in eastern Congo, where armed groups continue to threaten civilians and regional stability. By targeting leaders and their networks, the UN hopes to weaken the operational capacity of militias and reduce violence in the Great Lakes region.
