Rwanda tops Africa in Anti-Corruption Index

The Mo Ibrahim Foundation has released its 2026 Ibrahim Index of African Governance (IIAG), showing Rwanda ranked first in Africa for anti‑corruption performance, scoring 76.6% in 2025. Rwanda tied with Seychelles, which demonstrated the fastest improvement over the past decade.

The report assessed six indicators: Government anti-corruption measures, absence of corruption in public institutions, integrity in state agencies, transparency in the private sector, fairness in public procurement and citizens’ perceptions of anti‑corruption efforts

Between 2016 and 2025, Rwanda’s score rose by 2.6%, maintaining its top position since 2016. However, the pace of improvement slowed after 2021.

Top 10 African countries in anti‑corruption (2025 scores):

Rwanda – 76.6%

Seychelles – 76.6%

Mauritius – 65.7%

Senegal – 64%

Benin – 58.7%

Botswana – 57.8%

Namibia – 57.6%

Cape Verde – 56.1%

Tunisia – 55.9%

Burkina Faso – 55.6%

At the bottom, South Sudan scored just 6.9%.

Across Africa, average scores rose slightly from 38.6% in 2016 to 39.1% in 2025. Yet progress was uneven: 28 countries declined while 26 improved. Seychelles stood out with a 26.3% increase, climbing 12 places in the rankings.
