On May 23, 2026, Ugandan President Yoweri Kaguta Museveni suspended three senior officials in the Ministry of Internal Security and the Police for six months, pending investigations into alleged bribery linked to the upgrade of CCTV road security infrastructure.

The case involves Dealan Associates Ltd, a Ugandan company contracted to modernize CCTV systems after Huawei was banned by the U.S. in 2019.
Museveni revealed that despite funds being secured (UGX 31.37 billion), the contractor was not paid because officials allegedly demanded bribes through an intermediary, Hassan Serunjogi.
“Funds were available, but the contractor was not paid because officials demanded bribes. This is unacceptable.”
He ordered that Barbara Katitsi, head of Dealan Associates, be paid immediately. He directed that Serunjogi be prosecuted if evidence confirms his involvement.
CCTV upgrades were prioritized after high‑profile assassinations between 2017–2019, including Andrew Felix Kaweesi and MP Ibrahim Abiriga, where footage failed to capture perpetrators.
The suspension underscores Museveni’s push to strengthen anti-corruption measures and restore public trust in Uganda’s security institutions.
