On 30 May 2026, Rwanda’s Minister of Foreign Affairs Olivier Nduhungirehe announced that Rwanda will continue its exclusive security cooperation with Mozambique in Cabo Delgado province, where Rwandan forces have been deployed since 2021 to combat insurgent groups.

Rwanda and Mozambique reaffirmed their bilateral partnership despite the EU’s decision to halt its €20 million support for Rwandan forces in Cabo Delgado.

Mozambique’s government pledged to provide the necessary resources to sustain Rwanda’s military presence.

Nduhungirehe emphasized: “The cooperation between Rwanda and Mozambique has shown visible results and will remain strong in the future.”

Since 2021, Rwandan forces have: Restored peace and security in several districts.

Enabled displaced families to return home.

Reopened schools and businesses.

Trained Mozambican troops for sustained security.

Their presence also allowed European and American companies to resume $50 billion LNG investments safely.

Nduhungirehe urged the international community to pressure the DRC government to honor peace agreements, particularly commitments to dismantle the FDLR.

He warned that ignoring these agreements only fuels Kinshasa’s reliance on military solutions, which he said are not sustainable.

The minister also praised Louise Mushikiwabo, Secretary‑General of La Francophonie (OIF), for elevating the organization’s role in youth, governance, and cultural initiatives.

Rwanda has officially nominated Mushikiwabo for a third term ahead of the November 2026 OIF General Assembly in Phnom Penh, Cambodia.
